JEKA: Civic Activism in the Fight Against the Climate Crisis

The JEKA – Strengthening Eco-Activism for Urgent Climate Action project has demonstrated how powerful environmental activism is essential in combating climate change and addressing insufficiently ambitious policies that should ensure a sustainable future. Through education, local campaigns, and the networking of civic initiatives, Zelena akcija (Green Action) and its partners have strengthened the capacities of civil society organizations and young activists, laying the foundation for long-term change in Croatia and the region.

A Partnership for Change

One of the key strengths of the JEKA project was the collaboration between Zelena akcija and smaller organizations from different parts of Croatia, which led local campaigns within their communities. Eko-Zadar, Ekološko društvo Pan Karlovac, and Brodsko ekološko društvo – BED demonstrated how climate activism can be adapted to specific local challenges, mobilizing citizens and increasing pressure on local authorities.

The project further strengthened these organizations through education, mentorship, and networking, enabling them to continue climate campaigns and advocate for sustainable policies independently after the project ended. This has created a more robust eco-activist network connecting different regions of Croatia in the shared fight for climate justice.

In addition to domestic partners, the project also had an international dimension through cooperation with the Norwegian organization Natur og Ungdom (Nature and Youth), one of the leading youth environmental organizations. Norwegian partners shared their experiences in leading climate campaigns, organizing protests, and mobilizing young people, further enhancing the capacities of Croatian organizations.

Klimatopija – Education Through Action

One of the key activities within the project was the Klimatopija climate camp, held in September 2022. This educational camp brought together young environmental activists from Croatia and the region, providing them with learning opportunities through practical examples and experience exchange with seasoned climate advocates.

In addition to Zelena akcija’s team and its Activist Group, the program was enriched by the Norwegian partner organization, which shared knowledge about climate change, campaign planning, activism coordination, and direct actions. This collaboration also attracted representatives from the Royal Norwegian Embassy in Croatia, further highlighting the importance of the initiative.

A particularly significant outcome of the camp was the creation of new initiatives—some ideas developed during Klimatopija have already been implemented in local communities, demonstrating the project’s lasting impact. Among the camp’s participants was an activist who later launched Croatia’s first climate calendar and is now employed at Zelena akcija.

Local Campaigns – Climate Activism in Communities

The project facilitated three local campaigns addressing specific environmental issues in different cities. In Zadar and Karlovac, the focus was on preserving urban greenery and spatial planning, while in Slavonski Brod, the emphasis was on sustainable agricultural land management.

The local campaign in Zadar had a particularly strong impact—citizens actively participated in the creation of an advocacy document submitted to municipal institutions. This participatory approach allowed the views and needs of local residents to be clearly articulated to decision-makers.

In collaboration with the association Zadarski pisci – ZaPis, the Zadar campaign produced two informative brochures, “What is a Tree to a Human?” and “What is a Human to a Tree?”, featuring autobiographical perspectives on the connection between humans and nature, as well as expert insights into urban forestry and environmental planning.

National Campaign – Pressuring Decision-Makers

Alongside local initiatives, Zelena akcija also launched a national campaign advocating for the adoption of the Climate Change Adaptation Action Plan—a crucial document for Croatia’s resilience to extreme weather conditions and climate challenges. The campaign gained strong media traction, with 505 citizens from over 100 locations across the country signing a petition in just one month to demand the plan’s immediate adoption.

“Cooking Up” a New Activist Guide

One of the project’s most significant outcomes was the creation of the Activist Cookbook,” a practical guide designed to strengthen the capacities of environmental activists and civic initiatives in Croatia and the region. Based on Zelena akcija’s years of experience, this publication serves as a comprehensive resource for conducting successful campaigns and initiatives aimed at environmental protection and climate justice.

The “Activist Cookbook” offers insights into key campaign strategies, public action organization, policy advocacy, and citizen mobilization. Special attention is given to connecting local communities and empowering activists in smaller areas, where resources and support for long-term activism are often lacking. This manual is an invaluable tool for anyone looking to engage in the fight against climate change and environmental degradation, equipping a new generation of activists with the necessary skills and knowledge.

Laying the Foundations for Future Climate Action

The JEKA project has proven that civic activism can yield tangible results and strengthen the influence of civil society organizations in shaping climate policies. Through education, advocacy, and citizen engagement, local initiatives and activist groups have gained the tools to continue fighting for a more just and sustainable society.

Although the project has officially ended, its impact continues to resonate—from more robust civic initiatives to stronger connections between environmental organizations in the region. The fight for climate justice is far from over, but JEKA has laid the foundation for a more resilient, engaged, and empowered movement in Croatia and beyond.
