{"id":4377,"date":"2024-10-08T08:53:05","date_gmt":"2024-10-08T06:53:05","guid":{"rendered":"https:\/\/acfcroatia.hr\/?p=4377"},"modified":"2025-02-11T09:12:37","modified_gmt":"2025-02-11T08:12:37","slug":"bilateral-discussion-directions-for-the-future","status":"publish","type":"post","link":"https:\/\/acfcroatia.hr\/en\/bilateral-discussion-directions-for-the-future\/","title":{"rendered":"Bilateral Discussion: Directions for the Future?"},"content":{"rendered":"\n<p>Over the past five years, the <strong>Active Citizens Fund (ACF)<\/strong> has operated in a context of <strong>continuous crises, social polarization, and citizen insecurity<\/strong>, including the <strong>pandemic, war in Ukraine, inflation, and social tensions<\/strong>. Despite these challenges, <strong>citizens remained key drivers of change<\/strong>, and investment in civil society has proven to be a <strong>strategically sound direction<\/strong>.<\/p>\n\n\n\n<p>At the <strong>bilateral panel on the impact and future of ACF<\/strong>, held as part of the <strong>final ACF Croatia conference<\/strong>, <strong>Igor Vida\u010dak<\/strong> from the Faculty of Political Science emphasized that, despite commitments made during EU accession negotiations, <strong>systemic support for civil society has not been secured after Croatia\u2019s entry into the EU<\/strong>. In this context, <strong>ACF served as an essential mechanism<\/strong> for the <strong>development of civic education, long-term policies, and the strengthening of advocacy capacities<\/strong> of civil society organizations (CSOs). Given <strong>growing autocratic tendencies<\/strong> and the shrinking <strong>space for civil society in many European countries<\/strong>, <strong>ACF has been a crucial source of support<\/strong>, enabling organizations to <strong>continue operating and survive<\/strong>.<\/p>\n\n\n\n<p><strong>Tina Divjak<\/strong>, former head of the <strong>ACF program in Slovenia<\/strong>, highlighted the importance of <strong>stable and flexible funding for civil society<\/strong>, stressing that <strong>CSOs are the last line of defense for democracy<\/strong>. She specifically pointed out that <strong>ACF in Slovenia was the only available donor for the protection of human rights<\/strong> during <strong>Janez Jan\u0161a\u2019s<\/strong> tenure, with its impact also reflected in <strong>the successful election initiative in Slovenia in 2023<\/strong>.<\/p>\n\n\n\n<p>From the perspective of <strong>Norwegian civil society<\/strong>, <strong>Marte Oraug Skogtr\u00f8<\/strong> from the umbrella organization <strong>Frivillighet Norge<\/strong> emphasized that <strong>ACF is more relevant than ever<\/strong>. While <strong>Norway has a long tradition of stable democracy and high trust in CSOs<\/strong>, it is evident that <strong>democracy cannot be taken for granted<\/strong>. Experiences from <strong>younger democracies<\/strong> demonstrate that <strong>resilience and organization within civil society<\/strong> play a <strong>crucial role<\/strong> in responding to crises.<\/p>\n\n\n\n<p><strong>Kristin Dalen<\/strong> from the <strong>FAFO Research Foundation<\/strong> pointed out that we are living in an era <strong>marked by polarization<\/strong>, which affects all processes, including the relationship between <strong>new democracies and increasingly authoritarian regimes<\/strong>. The core mission of <strong>ACF remains the strengthening of an active, inclusive, and sustainable civil society<\/strong>, where <strong>citizens are free to participate, express their opinions, and associate<\/strong>. As such, <strong>ACF is of critical importance<\/strong>, not only for <strong>Europe<\/strong> but also in a <strong>broader global context<\/strong>.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Lessons for the Future: How to Ensure the Sustainability of Civil Society?<\/strong><\/h3>\n\n\n\n<p>The second part of the panel focused on <strong>lessons learned and future challenges<\/strong>. <strong>Tina Divjak<\/strong> emphasized that <strong>ACF is the first public fund that explicitly states it does not finance projects that oppose democracy and human rights<\/strong>. This is <strong>particularly important in regions where anti-democratic tendencies are strengthening<\/strong>, making it crucial to <strong>maintain clear support for civil society organizations<\/strong>.<\/p>\n\n\n\n<p><strong>Professor Vida\u010dak<\/strong> highlighted the need for <strong>new models of advocacy and strategic planning<\/strong>, as <strong>state institutions are becoming increasingly less open<\/strong> to civil society initiatives. <strong>Adapting advocacy strategies and developing proactive coalitions<\/strong> beyond traditional frameworks is now more important than ever.<\/p>\n\n\n\n<p>From a <strong>Norwegian perspective<\/strong>, <strong>Marte<\/strong> warned that <strong>quality cooperation and bilateral partnerships require time<\/strong>. The <strong>ACF program<\/strong>, while essential, remains <strong>vulnerable to EU bureaucratic obstacles<\/strong>, which can <strong>slow down or interrupt funding<\/strong>, leaving organizations in <strong>uncertainty<\/strong>. Strengthening <strong>mutual understanding and learning from each other<\/strong> is key to ensuring <strong>long-term and stable partnerships<\/strong>.<\/p>\n\n\n\n<p><strong>Kristin Dalen<\/strong> concluded that the most important lesson is that <strong>ACF must continue its work<\/strong>. <strong>Civil society requires predictable and long-term funding<\/strong>, as funding gaps lead to the <strong>loss of people, organizations, and accumulated knowledge<\/strong>. Furthermore, excessive <strong>administrative burdens<\/strong> on CSOs diminish their <strong>actual impact<\/strong>.
